Layout of Ciudad Victoria
The city was laid out in 1750 by José de Escandón as Villa de Santa María de Aguayo, one of the settlements of the colony of Nuevo Santander, and it kept the standard colonial grid. It was renamed in 1825 for Guadalupe Victoria, the first president of Mexico, and has been the capital of Tamaulipas since. The centro is the grid around Plaza Hidalgo, with the cathedral of Nuestra Señora del Refugio — patron of the state — on its east side and the Palacio de Gobierno a short walk away. Calle Hidalgo is the pedestrianised commercial street through the middle of it.
Two boulevards do most of the work outside the grid. Boulevard Emilio Portes Gil runs east–west across the city and carries the Espacio Cultural Metropolitano, the state's main theatre and museum complex, along with the Universidad Autónoma de Tamaulipas campus. A bypass loop takes Highway 85 traffic around the built-up area; the central de autobuses stands beside it on the northern edge, about 3 km from Plaza Hidalgo, with first-class services north to Monterrey and south to Ciudad Mante and Tampico. The Sierra Madre Oriental rises abruptly on the western side of the city, and the Cañón del Novillo cuts into it barely 12 km from the plaza. General Pedro J. Méndez International Airport (CVM) is about 20 km north-east on Highway 101, the road to Soto la Marina and the coast; it appears on the airports map.

The sierra and the reservoir
The city marks the line where the Gulf coastal plain ends. East of it the land is flat farmland and thorn scrub running 200 km to the sea; west of it the Sierra Madre Oriental climbs to over 2,000 m within 20 km, and to Peña Nevada, at about 3,540 m the highest point in Tamaulipas, on the Nuevo León border to the north-west. That wall traps Gulf moisture and produces the reserve of El Cielo, whose cloud forest sits at around 1,000–1,500 m in the municipalities of Gómez Farías, Jaumave, Llera and Ocampo. Species from the Nearctic and Neotropical zones overlap there, which is why the reserve is studied so heavily; access is by dirt road from Gómez Farías up to the ejidos of Alta Cima and San José.
East of the city on Highway 101, the Presa Vicente Guerrero is the largest reservoir in Tamaulipas, impounding the Río Purificación and Río Corona near Padilla. It supplies irrigation water to the coastal plain and is best known for largemouth bass fishing. South-west over the sierra, reached by way of Jaumave, the mining town of Tula is a designated Pueblo Mágico about 130 km from the capital — it was the first Spanish settlement in what is now Tamaulipas. Ciudad Victoria itself, with a municipal population of 349,688 at the 2020 census, is the administrative rather than the economic centre of the state: the ports and the industry are on the coast at Tampico and Altamira, and the border cities carry the trade.
